    Citizen to government

    One of the major mandates of the CSC scheme is to provide civil (G2C) services to the government. Various G2C services of central government ministries and departments have been integrated in addition to state-specific services on digital service portal for distribution to citizens in rural and remote areas of the country through CSC's network.

    Bharat Bilpay:

    Bharat BillPay is a concept system of the Reserve Bank of India (RBI) operated by the National Payments Corporation of India (NPCI). It is a one-stop bill payment platform for all bills - electricity, mobile, broadband and landline, DTH, gas, water, etc. across India with transaction certainty, reliability and security.

    Bharat Bilpay has two primary participants:

    Bharat Bill Payment Central Unit (BBPCU) - which implements operational, technical and business standards for the entire system and its participants. The National Payments Corporation of India (NPCI) serves as the BBPCU.
    Bharat Bill Payment Operating Units (BBPOUs) - BBPOUs are authorized operating units operating as per the standards laid down by the BBPS. BBPOUs will on-board bill-boards, aggregators and payment gateways; And set up agent networks and customer touch points to handle bill payments through various distribution channels.

    With CSC SPV becoming BBPOU, CSC India can provide billpay service and enable villagers to pay their electricity, water, gas, DTH and broadband and landline post paid bills.

    FASTag via CSCs

    FASTag is an electronic toll collection system in India operated by NHAI. FASTag is a simple to use, reloadable tag that enables automatic deduction of toll charges and lets you pass through the toll plaza without stopping for cash transactions. The tag employs radio-frequency identification (RFID) technology and is affixed to the vehicle's windscreen after the tag account is activated. It is currently operational on more than 425 toll plazas on national and state highways.

    CSC SPV has partnered with NHAI to overcome FASTags through a network of CSCs. VLE will remove Faustag at the toll plaza after purchase through the digital service portal; Enter customer details on the portal and paste the tag on the car.


    The Ministry of External Affairs partnered with CSC SPV in 2014 to introduce Passport Seva Services through CSC in rural areas. Services available through CSC include filling and uploading of passport application form, payment of fees and scheduling appointment for a visit to the passport center. During 2016-17, around 2.19 lakh passport applications were submitted through the CSC network across the country.

    PAN Card

    The application process for the new PAN card is done through CSC in collaboration with UTI Infrastructure Technology and Services Limited (UTIITSL) and National Securities Depository Limited (NSDL). The PAN card service for NSCs was introduced in February 2016 through NSDL. During 2016-17, 28.94 lakh applications for PAN card have been submitted through CSC.

    Clean India Movement

    Swachh Bharat Abhiyan is the largest cleanliness drive launched by the government in 2014 to clean roads, roads and infrastructure in the country. In 2016, the Ministry of Urban Development partnered with CSC to facilitate online applications through CSC for the construction of individual household toilets across the country under the campaign. During 2016-17, 5.26 lakh applications for individual household toilets under the Swachh Bharat Abhiyan were submitted through the CSC network.

    Prime Minister Housing Scheme

    Pradhan Mantri Awas Yojana (PMAY) is an ambitious housing scheme of the government to create affordable housing units for the urban poor. Although the entire urban area of ​​the country will be covered under the scheme, the initial focus is on 500 select cities.

    In November 2016, a memorandum of understanding was signed between the Ministry of Housing and Urban Poverty Alleviation (MHUPA) and CSC SPV for receiving PMAY applications through CSCs. This service is being provided by 60,000 CSCs located in urban areas in the States / UTs. During 2016-17, 27.97 lakh applications were submitted through the CSC network under the Pradhan Mantri Awas Yojana (PMAY) scheme.


    Food Safety and Standards Authority of India (FSSAI) partnered with CSC SPV to provide Food Business Operator (FBO) registration service through CSC in July 2016. This initiative is aimed at registering a large number of unregistered FBOs in the country with FSSAI through a vast network of CSCs. Under the service, the registration certificate is automatically generated after filing the online application through CSC. During 2016-17, 95,603 applications have been submitted for FBO registration through CSC.
